Fiscal Year 2010: Committee Votes to Codify Overturning the MCP


On July 9, 2009, during the Senate Appropriations Committee markup of the Fiscal Year 2010 State/Foreign Operations Appropriations Bill (S. 1434), Sen. Frank Lautenberg (D-NJ), with Sens. Pat Leahy (D-VT), Barbara Mikulski (D-MD), Patty Murray (D-WA), and Susan Collins (R-ME), offered an amendment that would codify President Obama’s January 23 overturning of the Mexico City Policy and would prevent any future president from reinstating the policy. The vote was 17-yes, 11-no, 1-present.

Senate floor action on S. 1434 is not yet scheduled. However, the House has already passed its version of the Fiscal Year 2010 State/Foreign Operations Appropriations Bill (H.R. 3081), but without any corresponding language codifying the overturning of the Mexico City Policy.
